300 Contentious Hectares

The transfer of land can enhance the protest mood among Kumyks.
The land question in Dagestan often coses inter-ethnic tensions. Therefore, any decision of the authorities of the region in land relations meets the public wary. The Dagestan authorities have decided to expand the boundaries of Makhachkala by the Karabudakhkent land area. It is no secret, that Makhachkala is congested. It causes such problems as inefficient public transport system, rain flooding and pollution of water supply. It is obvious that the city's infrastructure is worn out and not intended for so many people.

Meanwhile, on December 6 the head of Makhachkala, Musa Musayev  held weekly hardware meeting where he announced to colleagues  the decision of the head of the republic Ramzan Abdulatipov: to pass 300 hectares of Karabudakhkent district lands  into the ownership of a municipality with intracity division "Makhachkala". In this regard, the mayor instructed the chief architect to prepare the amendments to the general plan of the city and hand over the relevant documents to the Makhachkala City Assembly deputies to change the boundaries of the municipality.

In its turn, the kumyk public begins to respond to the government decision. Co-Chairman of the Presidium of the Russian Congress of Peoples of the Caucasus Gamzat Hangishiev, commenting on the likelihood of strengthening inter-ethnic tensions because of the possible additional outflow of the mountain population to the valley, said: "It seems that those who want to "expand Makhachkala" does not really concern about the demographics, problems of development areas, etc. In Dagestan, the land is perceived as a commodity, and any manipulation primarily is to generate income to those who have access to this manipulation, especially municipalities, government and registration authorities. In Makhachkala, the land has a great value."

According to volunteers, it is difficult to predict the response of "official" representatives of Kumyk public, because it is unknown how, where and under whose influence their position has been formed. Meanwhile, Hangishiev believes Kumyks en masse will negatively react to all these manipulations with their lands.

Anyway, he thinks there will be no organized resistance to these manipulations in the legal field, because of  falsified elections and the persecution of activists.

 

Hangishiev notes that legal illiteracy interferes public initiatives. "According to federal law №131,  the authorities of the republic and the municipal government have the right to initiate the transfer procedure, but the final decision is made by the population, expressed as a result of the public hearing and the decision of the deputy of both entities: the district and the city. Whether it will be done or not, now it depends on the insistence of the authorities and the resistance of the deputies. The head of the Leninsky district  is the main beneficiary of this transaction, the person who solves questions by force pressure, so the fight will be brief".

Another social activist, co-chairman of the Union of Indigenous Communities of the Kumyk people Haby Alhanadzhiev considers Makhachkala absorbs lands of Kumtorkalinsky and other districts for a long time. The territory of the city for the last two or three decades has been increased many times, and it creates additional problems.  Protected areas of the city are actively built. "So, the Tarki-Tau mountain, historic Kumyks habitat, suffered from a massive self-capture settlers with the connivance of the authorities," - said social activist.

The same situation is observed in Buinaksk, Khasavyurt and Kizilyurt.

 Alhanadzhiev also considers that "Kumyks habitat is rapidly declining, conflict potential  in the region is rapidly growing. Kumyks, being one of the most peaceful ethnicities, are changing today, their  protest vector intensifies. It is aimed at self-preservation and  the protection of own interests. "
